Joel G. Kintsel, Attorney at Law
As the founding member of Sinai Legal Solutions, PLLC, Joel G. Kintsel is an accomplished attorney with a remarkable journey that spans diverse fields of expertise. Joel's journey commenced in rural Northeast Oklahoma, in Oilton, where he was raised. His educational journey led him to Oklahoma State University, where he graduated in 2000 with a degree in Journalism. Eager to delve into the intricacies of the law, he earned a Juris Doctor from the University of Oklahoma. Joel has been a valued member of the Oklahoma Bar Association since 2003.

Joel's commitment to Oklahoma's governance and legislative process is evident through his 12- year tenure as the Parliamentarian for the Oklahoma House of Representatives. During this remarkable period, he undertook the pivotal role of editing the House Rules and Procedural Manual, a critical compendium of the legislative parliamentary procedures of the Oklahoma House of Representatives. Joel's unique contribution lies in his development of processes that continue to preserve House precedents, shaping legislative proceedings in Oklahoma to this day.
His expertise extends to constitutional government and legislative procedure, establishing him as a recognized authority in these domains. Joel served as a member of the prestigious Mason’s Manual Commission, a national appointment, for nearly five years. Mason’s Manual of Legislative Procedure is constructively a restatement of parliamentary law in the United States.

Joel's dedication to public service transcends the legislative arena. He is a distinguished veteran, having served in Iraq as a part of Oklahoma's 45th Infantry Brigade Combat Team during the Iraq War in 2008. In 2020, when the COVID-19 pandemic gripped the nation, Joel took on the pivotal role of supporting Judge Advocate for Oklahoma's National Guard Joint Task Force, leading the statewide response to the crisis. Currently holding the rank of lieutenant colonel, Joel continues to serve his state and nation in his current role as the Staff Judge Advocate of the Oklahoma Air National Guard’s 137th Special Operations Wing in Oklahoma City.

Notably, Joel's leadership skills were further exemplified during his tenure as the Executive Director of the Oklahoma Department of Veterans Affairs (ODVA). His historic achievement lies in convening the leaders of major veteran service organizations, fostering unprecedented unity within the veterans' community. This unity translated into improved outcomes for Oklahoma's veterans, exemplified by ODVA's recognition as #1 among the 50 states for per-capita federal benefits for disabled Oklahoma veterans in 2021 and receiving the highest individual average rate in 2022.
